    AOA:
As i know this forum is not the one on which  i suppose to write this frustrated situation faced by many pakistani living in Saudia.
I want to draw your kind attention that in Saudia there are THREE rules to switch the job for pakistani who are already working in Saudia.
Rule#1) You need a Visa Transferable ( "Naqal kafala" in arabic ). which means your current Employer is agree to transfer your visa to the another Employer which you are going to join.
    OR
Rule#2) You need an N.O.C. to stamp a new Visa.  Which means you after resignation take the N.O.C from your current Employer/Company and upon final-exit from Saudia you reach pakistan and can come again to saudia on a new job and obviously the new Employer/Company. So if luckily some one has an N.O.C then he can come to saudia in another job and this will take only few days or months as needed by Visa Processing.
    OR
Rule#3) And if you are not so lucky then you have to stay back in Pakitan for 1 OR 2 YEARS and then you will be eligible to join any new Employer in Saudia.
So as far as i know here in many companies they neither deal in rule #1  nor  rule #2 so we have to stick with our current Employer . And on the other hand these rule are relaxed with many other nationalities like Indian ( ATLEAST RULE#2 ) , that is why once they find a good job they change the Company without the need of any N.O.C!
In my opinion and also many pakistani residing here, Atleast Rule#2 MUST BE RELAXED SO WE CAN SWITCH OUR JOB WITHIN SAUDIA . Basically for new visa stamping they Saudi Embassy at Pakitan needs N.O.C to stamp new  VISA on passport.
SO I REQUEST YOU TO KINDLY DO SOME FRUITFUL TO LET US OUT FROM THIS FRUSTRATED SITUATION!!! AND PASS MY QUERY TO THE RESPONSIBLE PERSON ….Please !
And by the way when I came to Karachi few months back then I really glad to see the new roads, bridges there and even i spend 27 years of my life in karachi since my bitrth , but many times becomes confuse that to where this bridge will lead me !!! marvelous new map of karachi and really thankfull to Mr. Mustafa Kamal and Ishat ul Ibad and all team who work for our beautiful city  and indeed country!
     Regards,
    Syed

is a N.O.C requirement if any pakistani wants to change his job with saudia or else he needs a Visa transferable from the current Employer. In
